ABSTRACT

As a country rich in natural resources, human resources has good policies to utilize existing natural resources. Seeing the existing conditions, many community authorities have sufficient capacity to influence the community to participate in counseling and socialization of empowerment policies to motivate and advance the community. In strengthening this scientific work, the author uses literacy such as political theory, community authority theory, motivation theory, empowerment theory, community theory, village theory, and governance theory. In the research method using descriptive and analytical qualitative methods, the author uses Milles Huberman's theory in Sugiyono's book (2014: 247). Quantitative research methods and R&D with data collection techniques and data analysis techniques. Based on the results of the analysis and interpretation, the policies of community leaders in Hatulia Vila Village were implemented well because they were able to transform their capacity to influence the community to participate in Village Community Empowerment activities as an effort to develop community independence and welfare by increasing knowledge, attitudes, skills, behavior, awareness, and utilization of resources through the creation of policies, programs, and activities that are essential to the problem. Based on the results of the study, the author concludes that policy makers in the Hatulia Village Community have strong abilities and influence to influence others by setting goals and inspiring others to achieve goals with empowerment policies, with recommendations that pay attention to focal points, continue to develop creative ideas for motivation, and engage in empowerment groups.
